Таким образом, если Вы планируете работать в вузе на позициях доцента или профессора, то через 1-2 года без международных публикаций Вам уже будет не обойтись. Следует отметить, что в связи с последними диссертационными скандалами, многие диссоветы стали требовать у диссертанта наличия хотя бы одной международной публикации в научном журнале, включенном базы цитирования. Это позволяет вежливо отклонить «пустые» (не содержащие новизны) диссертации, коих сейчас пишется очень много. Поэтому наличие международной публикации по теме диссертации в Web of Science или Scopus открывает Вам двери во многие диссертационные советы. Считается, что первичную проверку на актуальность и новизну Ваша работа прошла.
Публикации в зарубежном издательстве на русском языке не являются международной публикацией, кто бы что Вам там не говорил. Просто по той причине, что не существует ни одной международной базы цитирований, в которую включаются публикации на русском языке. А без включения в международные базы цитирования Ваша статья де-факто не является международной публикацией.
По личному опыту скажу, что если нужна быстрая публикация, то лучше публиковаться в журналах, входящих в Scopus. Там и журналов побольше и правила попроще. Но если нужна качественная публикация, то нужно ориентироваться на журналы, включенные в Web of Science. Рейтинг у этих журналов значительно выше. И с такой публикацией Вы можете претендовать на более высокие позиции в грантах и конкурсах при приеме на работу.

Когда я стал сравнивать рейтинг (Journal Citation Reports) журналов Web of Science за 2011 год с актуальным состоянием этой базы цитирования (на апрель 2013 г.), то выяснилось, что несколько журналов, числившихся в 2011 г. в Web of Science, в 2013 г. из нее пропали. Стал смотреть подробности и наткнулся на вопиющий случай:
Журнал: Energy Education Science and Technology, ISSN: 1301-8361, Турция.
А ведь был соблазн опубликоваться в таком «высокорейтинговом» журнале 🙂

Q: What does the status «Editor Assigned» indicate?
I have submitted a paper to a Springer journal on 21 st July. The status now is «Editor Assigned.» What does it actually mean? What will be the forethcoming stages? Please help.

Your paper is currently in the initial stages of the journal workflow. The status «Editor Assigned» means that your paper has been assigned to an Associate Editor (AE) who will be in charge of it. The AE will do an initial screening of the manuscript to check its overall scientific value and match with the scope of the paper, after which the paper will either receive a desk rejection or be sent for peer review.
The next status will most probably be “With Editor.” However, some journals may skip this stage and move directly to the next one. If the status changes to «Under review,» you can rest assured that your paper has cleared the initial editorial screening.
However, if the status changes directly to «Decision in process» after «Editor assigned» or «With Editor,» it is an indication that your paper might be rejected without review.

I submitted a paper to a Springer-based journal on 1st July, 2020. On 21st July, the status changed to ‘Editor Assigned.’ I understand that this is the initial screening. How much time will it take as one month is already over. Is this status indicative of a desk rejection?

Your understanding is bang on, well, mostly. ‘Editor Assigned’ means that an Associate Editor (AE) has been assigned to your manuscript. The AE will now go through your manuscript to know what it’s about and whether the study is interesting, novel, and relevant enough to be published with the journal and therefore to be sent for peer review.
It’s been exactly a month since you submitted your manuscript, and so far, it’s reached the ‘Editor Assigned’ status. This isn’t too long, given that this is a Springer journal. So, you should wait for some time. It might stay at this status for a week or so more, after which you’ll know whether it’s going for a peer review or will be desk-rejected. Which therefore means, to answer your second question, that this status does not yet mean a desk rejection. 🙂
So, you should wait for some time. If the status doesn’t change in another week or so, you could write to the journal requesting an update. However, given again that this is a Springer journal, their workflow is on point, and you needn’t worry about regular/timely updates.

Q: What does «Editor assigned» mean after «Under review» for a revised manuscript?
My manuscript was first returned by a Springer journal for minor revisions. After resubmitting, its status changed to «Editor Assigned,» «under review,» and after about 7 days it became «Editor assigned» again. What does it mean? Has it received good reviews or not?

Usually, the “Editor Assigned” status indicates initial editorial screening before assigning reviewers. In the case of manuscripts that require revisions, it is not uncommon for journals to get them checked by reviewers once again. In your case, it is possible that the revised manuscript was taken up by an editor/associate editor (Editor Assigned) who was to run a basic check on your paper again and find the relevant (or the same) reviewer(s) to check the revisions (Under Review). It may have changed back to Editor Assigned either for a final editorial evaluation and decision or because of reviewer unavailability. If you have been waiting to hear from the journal for a really long time, consider sending a submission status inquiry to the journal.

After the review process, editor is assigned to check the quality of the paper and the reviewers comments. Usually, an article being assigened to an editor after review is a good thing.
If there was going to be a rejection, after the reviewers grading, your article would have been rejected.
You must have received positive reviews.

Q: Are «editor invited» and «editor assigned» actually the same as «with editor?»
I submitted my paper to a BMC journal and it got rejected in this February. Later, I got approval from the editor to re-submit my paper.
The status is as follows:
My question is: What is the difference between «editor invited» and «editor assigned?” I was told by my friends that these two are almost the same as «with editor» and it’s still unknown whether the manuscript has been sent for reviews. Is that true?

Once your manuscript is submitted to a journal, it first undergoes the admin check and then an Associate Editor (AE) is invited to conduct the initial screening of the manuscript. The AE can either desk-reject your manuscript or send it for peer review.
The status “Editor Invited” means an AE has been invited to handle your manuscript and the journal is waiting for her/him to accept the invitation. Once the editor has accepted the invitation, the manuscript status will change to “Editor assigned.” The assigned editor can now take a call on whether to send your manuscript for peer review. The status “With editor” implies that your manuscript has not been sent for peer review yet and the editor is looking for potential reviewers. Finding reviewers can take quite some time as reviewers are often busy with their workloads and might even decline invitations in some cases.
The status of your manuscript will change to “reviewer invited” once the editor finds potential reviewers followed by “reviewer assigned” when the reviewers accept the invitation. The status of your manuscript will change to “Under review” when your manuscript has been sent out for peer review.
